guns on campus?

i'm not sure i like this statement: He also said that there are practical concerns from a law enforcement perspective: If you're responding to the scene of a shooting, how do you sort out who is the bad guy and who is the heroic student with a permit?
i mean i understand the difficulty in interpreting a scene when you arrive there and the potential consequences ... but basically a statement like this says citizens should not have the right to bear arms because it confuses the police.
