is DSS responsible?

ok, i get that the kids were being neglected and DSS doesn't appear to have done enough on that front, but are the kids' deaths really on DSS? this appears to be an arson fire which means it wasn't mom being neglectful and passing out drunk with a lit cigarette. i don't neglect my son and some one could still light fire to my house without my knowledge or permission - should DSS preemptively take my son?

yes, if the DSS had taken the kids they wouldn't have been in that house at the time of the fire. but if the kids had a sleepover somewhere else they also wouldn't have been home.

until i see that the fire was some how caused by mom's neglect (or kids could have gotten out with mom's help if she had been more attentive), i don't see how this reflects on DSS at all.
